Job description
Position: Program/Project Officer (General Implementation)
Key Responsibilities
- Program Management & Delivery: Lead the day-to-day planning, execution, and reporting of assigned entrepreneurship programs (incubation/acceleration) and donor-funded projects, ensuring alignment with work plans and partner agreements.
- Entrepreneur Support & Facilitation: Directly mentor, coach, and facilitate learning for cohorts of entrepreneurs, leveraging HOPin’s curriculum and network of mentors and investors to help them refine business models and scale.
- Community & Ecosystem Building: Plan and execute high-impact community events, workshops, and networking sessions that engage entrepreneurs, freelancers, and professionals within our co-working space and the wider Tamale ecosystem.
- Partnership & Stakeholder Engagement: Actively nurture relationships with HOPin’s network of over 20 corporate institutions, academic partners, and community organizations and represent HOPin at stakeholder meetings to create new opportunities.
- Reporting & Learning: Prepare compelling narrative and financial reports for donors and management. Document success stories, innovations, and lessons learned to contribute to HOPin’s knowledge base and external communications.
Required Qualifications & Experience
- Education: Bachelor’s degree in Business Administration, Entrepreneurship, Development Studies, Social Sciences, or a related field.
- Experience: Minimum of 4 years of hands-on experience in program/project implementation, preferably within the entrepreneurship support, NGO, or development sector in Ghana.
- Sector Knowledge: Proven experience managing entrepreneurship programs (incubation, acceleration, training) or projects funded by institutional donors. A deep understanding of the startup journey and the challenges faced by entrepreneurs in Northern Ghana is highly desirable.
- Skills: Exceptional facilitation, communication, and stakeholder management skills. Strong report writing and financial monitoring abilities. Proven ability to solve problems creatively and improve processes.
- Mindset: Passion for community development, innovation, and a firm belief in the potential of Northern Ghana’s youth and entrepreneurs.
- Language: Fluency in English (written and spoken). Proficiency in Dagbani or other local languages is a significant asset.
- Travel: Must be based in Tamale and have the willingness to travel frequently within the Northern Region.
B. Position: Program/Project Officer (MEL & Data )
The Opportunity
We are seeking a meticulous and innovative MEL & Data Specialist to join our team. This role is critical for transforming data from across our project portfolio and organizational systems into actionable insights and compelling evidence of impact. You will be the architect of our learning culture, ensuring that all our initiatives are not only effective but also continuously improved based on solid evidence. Your work will directly inform strategic decisions, enhance our operational effectiveness, and powerfully communicate our value to partners and donors.
Key Responsibilities
- MEL System Design & Management: (Re)develop, implement, and manage comprehensive Monitoring, Evaluation, and Learning (MEL) frameworks and data collection tools for all entrepreneurship programs and donor projects.
- Data Analysis & Reporting: Collect, clean, analyze, and interpret quantitative and qualitative data to track startup performance, program effectiveness, and overall impact. Produce high-quality MEL reports, dashboards, and visualizations for internal use and donor reporting.
- Innovative Data Solutions: Champion the use of innovative technology for data collection and visualization to increase efficiency and real-time adaptive management.
- Knowledge Management & Learning: Lead program reviews and learning sessions to translate data findings into practical program adaptations. Document and share key impact stories, like those of our incubated startups, to illustrate HOPin’s work.
- Capacity Building: Train and support program staff and partners on MEL tools, data quality assurance, and ethical data management practices.
Required Qualifications & Experience
- Education: Bachelor’s degree in Statistics, Monitoring & Evaluation, Economics, Social Sciences, or a related field.
- Experience: Minimum of 4 years of dedicated MEL experience within development projects, entrepreneurship programs, or the NGO sector in Ghana.
- Technical Skills: Advanced proficiency in data analysis software (e.g., SPSS, Stata, NVivo, or advanced Excel). Hands-on experience with mobile data collection platforms (KOBO, ODK) and data visualization tools (Power BI, Tableau).
- Sector Knowledge: Experience designing MEL systems that track business development, employment generation, and investment metrics. Experience with donor reporting requirements is essential.
- Skills: Strong analytical and critical thinking skills. Excellent written and verbal communication skills to present complex data clearly.
- Language: Fluency in English (written and spoken). Proficiency in Dagbani or other local languages is a significant asset for field data collection.
- Travel: Willingness to travel to project sites for monitoring and data quality activities.
